Government of India's order dated 14/12/2007 regarding grant of vigilance clearance in "empanelment" has been misunderstood as "Promotion". This has led to cases where eligible persons have not been considered for promotion despite the fact that no disciplinary case/ criminal case is pending against the Government servant. This video attempts to explain the said order.
