“Juan,” a Venezuela national, is legally in the United States on a tourist visa—for now. For Juan, going back home to Venezuela is not an option. If he can’t figure out a way to change his status in the U.S. to a more permanent one, he might soon be one of the hundreds of thousands of immigrants who have overstayed their visas. Official data shows that visa overstays far exceed unauthorized border crossings, even as the Trump administration continues to push for billions to build a wall on the southern border with Mexico to curb illegal immigration.
