Defining a "reader" is important, because being a reader is an identity, and when you adopt an identity, you're more likely to adopt the corresponding habit. So, if we want more people to read, we need more people who think of themselves as readers. Or, to make it more personal: If you want to read more, you need to think of yourself as a reader.
