Reason 1: It can mean that the state is taking more time to investigate the case against you before bringing charges. They still have the statute of limitations period to bring charges against you. It doesn't mean that they can never bring charges against you.

One common scenario where the state will no complaint you and continue an investigation is in DUI cases where they've done a blood draw and they're waiting for the lab work. This can also come up in any other case where they're still investigating or haven't received all the reports from the police agency.

Reason 2: The other type of no complaint the type that you hope your no complaint is. It is that they're not going to proceed against you ever. That they've reviewed all the information and that they've determined they're just not going to charge you and they're not going to proceed.
