Which test is better Act or Sat?

Act has 60 questions in 60 minutes while Sat has 58 questions.

Can I use a calculator ?
the SAt has two math sections one with calculator and one without calculator while the Act is only one section with calculator.

Are the questions in order of difficulty ?
Sat, the questions are not in order of difficulty while Act is.
