There are A LOT of Valor Surges to choose from in Horizon Forbidden West. 12 were introduced as part of the Forbidden West base game and 6 new Valor Surges were added in the Burning Shores DLC. And they certainly do vary in quality. Some are complete game changes, and some, well... aren't worth the skill points.
