The Question Asked:
"Under the FERPA law , I am requesting my sons education records. Does that include emails that have been sent between staff members when they are discussing my son ???
Thank you !"

Response: Yes, emails between staff members or 3rd Party contractors (psychologists or any other outside evaluator) that is personally identifiable to your son would be considered an "education record". There are certain things that would not be considered "educational records" and I explain what those are in my video response but, on the whole, anything that is produced by the school district that is personally identifiable would generally be part of your son's education record and you would have right to "review and inspect" those documents.
