The Outpost/base building in Starfield is going to be a big part of the "endgame" and will have a massive amount of options, including building defenses such as watchtowers or military facilities. With defenses being an option, it only makes sense that factions or creatures would be able to attack your outposts, adding another layer of progression and customization.
